Recently, I suddenly could not access one of my WordPress site hosted on Stablehost. I contacted Stablehost and was told that the site worked fine on their system. It seemed that my IP address was blocked by Stablehost's server firewall.

WordPress: ERR_CONNECTION_TIMED_OUT error due to IP address blocking
When I tried to access one of my websites, the "ERR_CONNECTION_TIMED_OUT" error appeared.
The Stablehost guy said that my IP address was not blocked by their firewall.
However, I was able to connect to my site from my computer via my mobile network instead of WIFI. Also, the was accessible on my smartphone. I was requested to provide the trace route report from my machine to my domain.
After sending the report, Stablehost's customer representative took actions but the issue was not resolved.
I might have contacted Stablehost to resolve the problem. But I just migrated my site to Bluehost using backups.
If the ERR_CONNECTION_TIMED_OUT error occurs on a WordPress site, you might want to access it from a mobile phone with data network and from a machine with different IP address to check whether your IP address has been blocked by the server firewall.
This error also can occur with increase of concurrent users.
